In order to join efforts with public sector bodies and the concerned social movements which have sought to enable this law enforcement in every country, the guide O Ministério Público e a igualdade étnico-racial na educação – Contribuições para a implementação da LDB alterada pela Lei 10.639/2003 provides guidelines for members of the Brazilian Public Prosecutor’s Office for monitoring the implementation of Law 10.639 / 2003 at the local level and brings models of practical instruments of action.
The mentioned law establishes the guidelines and bases of the national education (LDB), to include in the official curriculum of the public schools network the obligatoriness of the theme “Afro-Brazilian History and Culture”. The aim is to advance the dissemination of parameters and consolidated experiences of legal action in the defense and monitoring of the implementation of education for ethnic-racial relations, inaugurating a new paradigm for the justice system to act on the issue.
It is expected that, with this guide, the law will achieve the intended effectiveness of its purpose, guaranteeing equality of access rights to the different sources of history and culture that compose the Brazilian nation, for the recognition and appreciation of citizenship in its respective singularities.
The document consists of four parts: 1) legal framework for the education of ethnic-racial relations; 2) monitoring the implementation of Law 10.639 / 2003; 3) special topics on quilombola school education and compliance with LDB as amended by Law 10.639 / 2003 by the country’s private schools; 4) key annexes.
